Bhagwant Mann Detained 3 Hours at Delhi Airport, Claims AAP
The Aam Aadmi Party on Tuesday set off a fresh political storm, claiming that Punjab Chief Minister Bhagwant Mann was detained for nearly three hours at Delhi’s Indira Gandhi International Airport on his return from Paris and fined Rs 50,000 before being allowed to leave.

The party’s media in-charge in Punjab, Baltej Pannu, made the allegation in a video statement, saying airport officials admitted they were acting under “tremendous pressure from above”. The incident dates back to Sunday, when Mann returned from France after attending the SIAL Paris international food trade exhibition.
“When Mann returned from Paris and arrived at the Delhi airport, he was deliberately detained for three hours,” Pannu said. “Excuses were made that your luggage is still arriving and your luggage is still being checked. These were outright lies and an insult to Punjab.”

What AAP says happened on Sunday
According to Pannu, Mann was kept waiting at the airport for close to three hours on Sunday after his flight landed from Paris. When he was finally allowed to leave and had placed his luggage in a vehicle, officials came running after him.
“They said they were under tremendous pressure from above,” Pannu claimed. “Then they issued a challan of Rs 50,000. The officials themselves admitted that they were under pressure, which proves that the entire episode was carried out under orders from above.”
Importantly, the AAP has not spelled out why Mann was detained or what the Rs 50,000 challan was for. Neither the BJP nor officials at the Delhi airport had responded to the allegations till the time of publishing this report.
Paris trip followed a High Court order
Pannu stressed that Mann’s Paris visit was not a private pleasure trip. He said the chief minister travelled to the French capital only after an order from the Punjab and Haryana High Court, leading a state delegation with the Punjab State Cooperative Supply and Marketing Federation (Markfed) to participate in SIAL Paris 2026, held from October 17 to 21.
“He had gone there to launch Punjab’s famous products at the world’s second-largest food festival,” Pannu said. He also claimed that the High Court had directed that Mann be accorded due protocol, but even the Consul General in Paris did not come to meet the chief minister.
- When: Sunday, October 18, on Mann’s return from Paris
- Where: Indira Gandhi International Airport, New Delhi
- AAP’s claim: Three-hour detention, Rs 50,000 fine, “pressure from above”
- Official response: None so far from the BJP or airport authorities
Centre vs Punjab: the bigger backdrop
The allegation lands in the middle of an already bitter Centre-Punjab relationship. AAP has long accused the Modi government of stonewalling the state, and Pannu used the airport episode to repeat that charge.
“Whether it is forcibly keeping farmers at Delhi’s borders for one and a half years or withholding funds rightfully due to Punjab, the central government has constantly tried to choke Punjab at every level,” he said. He claimed permission for Mann’s foreign visits has been denied at least four times, and asked: “Has any other chief minister ever been detained for three hours at an airport and fined Rs 50,000?”
The party also accused the Centre of trying to undermine Punjab and the Punjabi identity. With Punjab’s assembly elections due next year, the airport controversy is almost certain to become fresh ammunition for the AAP’s campaign narrative.
Frequently asked questions
Was Bhagwant Mann really detained at Delhi airport?
The Aam Aadmi Party claims so, but the claim is so far one-sided. AAP’s Punjab media in-charge Baltej Pannu alleged on Tuesday that Mann was held for three hours at IGI Airport on Sunday and fined Rs 50,000. Airport authorities and the BJP have not responded yet.
Why was the Punjab CM in Paris?
Mann led a Punjab delegation to SIAL Paris 2026, an international food trade exhibition held October 17 to 21, with the state cooperative Markfed participating. AAP says he travelled only after a Punjab and Haryana High Court order.
Why did AAP call it an insult to Punjab?
Pannu said Mann was made to wait under the pretext of luggage checks, which he called “outright lies”, and that officials themselves admitted to being under “tremendous pressure from above” when issuing the Rs 50,000 challan.
Has the Centre responded to the allegation?
Not yet. Till the latest reports, neither the BJP leadership nor the Delhi airport authorities had issued any statement on AAP’s claims.
What happens next?
The ball is now in the Centre’s court. A denial or clarification from the airport authorities or the BJP would settle whether this was a routine procedure or, as AAP alleges, a politically motivated humiliation. With Punjab polls approaching, expect this story to grow.
Note: This report is based on the AAP’s claims as reported by mainstream media outlets. Informeia will update this story as and when official responses arrive.
