In response to these concerns, the Indian government has taken proactive steps to address the issue of deepfakes. Following a meeting with social media platforms, AI companies, and AI experts, the Ministry of Electronics and Information Technology (MeitY) has outlined a four-pillar action plan to combat deepfakes:
- Detection: Develop robust mechanisms to identify and detect deepfakes and misinformation.
- Prevention: Implement measures to prevent the spread of identified deepfakes and misinformation.
- Reporting: Strengthen grievance and reporting mechanisms for individuals to report deepfakes and misinformation effectively.
- Awareness: Raise public awareness about the dangers of deepfakes and misinformation.
Regulatory Framework
MeitY is also working on drafting regulations to address deepfakes. The ministry is exploring various options, including introducing new rules, enacting a new law, or amending existing regulations. Following a period of public consultation, the finalized regulations will be implemented.
In-House Detection Tools
The government is considering developing in-house tools to identify and detect deepfakes. This approach could provide India with greater control over deepfake detection and mitigation efforts.

MeitY will hold a follow-up meeting in the first week of December to further discuss the draft regulations and finalize the action plan. The government’s proactive approach to deepfakes demonstrates its commitment to protecting its citizens from the potential harms of this technology.
