A day after his announcement, the reverberations of Akhilesh Yadav’s latest political move are still settling across Uttar Pradesh. The Samajwadi Party president declared on Monday that his party will release its manifesto for the 2027 Uttar Pradesh Assembly elections on November 26, coinciding with Constitution Day. The announcement, made in a post on X, set the tone for what the party calls its “Resolve for 2027”.
“Sattais ka Sankalp: PDA ka Pranpatra” (Resolve for 2027: PDA’s pledge), Yadav wrote, unveiling the name and the timing of what the party is calling the “Jan-Man Manifesto”, or the People’s Manifesto. The 403-member UP Assembly is due for polls early next year, and the Election Commission is yet to announce the schedule.
The date is the message
Choosing November 26 is no accident. Constitution Day marks the adoption of India’s Constitution in 1949, and the SP wants its entire campaign narrative to be wrapped around it. “On the sacred democratic occasion of Constitution Day on 26 November 2026, we will release the Jan-Man Manifesto,” Yadav said.
SP national spokesperson Abbas Haider said the choice of date reflects the party’s belief that electoral politics must begin with the people’s aspirations and the principles enshrined in the Constitution. “Our manifesto will seek to translate these constitutional ideals into concrete commitments for the people of Uttar Pradesh,” he said.
What the “Jan-Man Manifesto” is built on
At the core of the manifesto is the PDA formula, a political coinage of Akhilesh Yadav himself. PDA stands for Pichhda (backward classes), Dalits and Alpasankhyak (minorities), the three social blocs the SP is stitching together as its principal support base against the BJP.
The manifesto, party leaders say, will be built around the aspirations of these groups, with special emphasis on:
- Employment: jobs for the youth, which the SP has made a recurring theme of its campaign messaging
- Education and healthcare: district-level promises tailored to local gaps
- Agriculture: sugarcane payments and irrigation in western Uttar Pradesh
- Regional concerns: floods and migration in Purvanchal, infrastructure across the state
Perhaps the most distinctive feature of the SP’s plan is its promise of separate manifestos for each of Uttar Pradesh’s 75 districts. Yadav had earlier said the party would prepare district-specific documents focusing on local priorities, so that a voter in Bundelkhand and a voter in the Terai both find their own concerns addressed in writing.

BJP ministers hit back within hours
The announcement drew an immediate and sharp response from the ruling BJP’s ministers in Lucknow. Minister Danish Azad alleged that the SP has lost its political standing in the state and makes baseless claims without tangible achievements, challenging the party to first present a report card of its time in power, including on law and order, corruption, job scams and women’s safety.
Minister Daya Shankar Singh questioned the SP’s decision to launch its manifesto on Constitution Day and suggested the party clarify its stance on a potential alliance with the Congress, which he claimed has weakened democratic institutions. He also took aim at the PDA slogan, interpreting it as “Parivar Development Authority”, focused only on family interests.
Social Welfare Minister Asim Arun and Minister of State for Sports and Youth Welfare Girish Chandra Yadav also attacked the announcement. Girish Chandra Yadav dismissed the PDA campaign as a mere political stunt and asserted that the people of the state trust Prime Minister Narendra Modi and Chief Minister Yogi Adityanath. BJP MLA Nand Kishor Gurjar accused the SP of past disrespect towards Dr B.R. Ambedkar, citing the renaming of the Kannauj Medical College during SP rule.
Why this announcement matters now
The timing is significant on two counts. First, seat-sharing discussions between the SP and the Congress, its ally in the INDIA bloc, remain unresolved. Abbas Haider said the lack of a finalised arrangement should not be read as a lack of preparedness: alliance negotiations and the preparation of a people-centric agenda are two separate processes, he said.
Second, the BJP has been in power in Uttar Pradesh since 2017, and before that the SP governed the state under Yadav’s chief ministership. With polls due early next year, the manifesto date gives the SP a clear launchpad for its campaign and puts pressure on the opposition narrative early.
SP leader Fakhrul Hasan Chand, who had previewed the plan earlier, said the party is engaged in a determined struggle to protect the Constitution and strengthen democracy, and alleged that the BJP is making persistent efforts to weaken both.
For now, November 26 is circled in red on UP’s political calendar. Whether the Jan-Man Manifesto becomes the document that defines the 2027 contest will depend on what the SP puts inside it. But the intent is clear: Akhilesh Yadav wants the next election in India’s most politically consequential state to be fought on the Constitution, and on the PDA’s resolve.
